Case Study: Forestry Commission England


Forestry Commission England (FCE) are the government department responsible for protecting, expanding and promoting the sustainable management of woodlands and increasing their value to society and the environment. This remit includes the regulatory oversight of tree felling in England.

10% of England is woodland with 40,000+ private owners. FCE is split into 5 regions with 40+ woodland officers. Prior to the project applications for a felling licence were essentially manual. This had a number of issues:

+ Double entry of data

+ Geospatial data poorly captured

+ Customers unable to submit existing electronic data from their own systems

+ Regional not national processes



Discovery work highlighted the following key user needs:

+ All processes should be in one spatially enabled self-service portal

+ The map should be used to drive the system

+ The system must cater for one-off and high volume users

+ Users would benefit from regular notifications as their application progressed

To deliver this vision SCISYS employed an agile development process in-line with GDS standards. Using our Cartosys platform a proof of concept was rapidly developed. This was then built on via a number of iterative sprints to deliver a MVP for go-live. Daily stand-ups and regular show and tells with users demonstrated progress and shaped future iterations.
